It is the policy of the board of directors to attempt to hire properly licensed or qualified individuals to substitute for absent employees. Substitute employees shall be retained by the administration and not by the individual employee. The superintendent shall maintain a personnel file on all licensed substitute employees which shall include their licenses and educational transcripts.

Licensed substitutes shall be paid at a daily rate set by the board of directors. Licensed substitutes employed for more than fifteen (15) consecutive work days in one assignment and licensed to teach in that assignment will be paid a higher daily rate as set by the board of directors, and retroactive to the first day of the substitute period. The substitute shall be expected to perform all of assigned duties of the position. The licensed substitute shall be paid for at least one-half day.
